The Glasgow City Council met in regular session on Feb. 5, which included agenda items such as consent agenda, bid opening, Resolution No. 3155, approval to pay annual dues to Great Northern Development Corporation (GNDC), approval of wage comp committee recommendation for union negotiations, approval of the collective bargaining agreement between the City of Glasgow and Teamsters Local Union No. 2, as well as committee reports, department head reports, and mayor’s report.
The Council approved the consent agenda items which included approving the regular council agenda, payment of claims for Feb. 5, in the amount of $146,978.44, payment of Valley Court Apartment claims for Feb. 5 in the amount of $2,338.57, and minutes of the Jan. 16, regular council meeting.
The Council also approved the sale of city property, Lots 3 and 4, Block 004, Mahon Original Townsite, which is located at 415 Frances Street. The city had put the property up for bid and the lone bid was for $15,250, which was accepted by all council members.
The Montana Constitution, Article XL, Section 9, specifies that “The Legislature shall require an election in each local government to determine whether a local government will undertake a review procedure once every ten (10) years after the first election.” The Constitution mandates all local government to put forth to the voters the question of whether or not they want to review their current form of government.The last election for the City of Glasgow on the question of location government review was held in 2014, therefore Glasgow voters will need to vote on the issue again. The Council approved Resolution No. 3155, calling for the election on the question of conducting a local government review and providing for a study commission. Voters will be asked to vote For or Against the review of the government of the City of Glasgow and the establishment and funding, not to exceed $8,000.00 of a local government study commission consisting of three (3) members to examine the government of the City of Glasgow and submit recommendations on the government.
The election for the City of Glasgow will be June 4, 2024, in conjunction with the primary election.
The paying of annual dues to Great Northern Development in the amount of $3,192 was also approved in addition to the collective bargaining agreement between the City of Glasgow and the Teamsters Local Union No. 2.
The agreement is a three-year contract, which will provide a 4.1 percent increase in pay the first year, 4.5 percent the second year and 4.5 percent the third year of the contract. The contract also increases the city contribution for health insurance by $100 the first year, no increase the second year and another $100 the third year. The city will now pay $1,000 per month for union employees as their contribution for health insurance.
Due to the President’s Day holiday on Monday, Feb. 19, the City Council will next meet in regular session on Tuesday, Feb. 20, 5 p.m., in the Council Chambers located in the Glasgow Civic Center.
