    The Eastern B-C Divisional awaits on Saturday in Shepherd. It's the ultimate measuring stick so far to see how far the reinvigorated Scottie mat program has come this season. The Scotsmen measured up well last weekend at the Malta Invitational. They placed third among the 14 teams, as high as they could have expected.     Montana legislators have introduced a pair of bills to improve public access to public lands by keeping public roads open. The Montana Wildlife Federation and Public Land/Water Access Association are pushing the bills to address the growing problem of people blocking off large tracts of public land by gating public rights of way.
