    Before the weather turned from fall to winter, a Free Little Library (FLL) was installed on Nov. 4 in front of the entrance of Highland Cemetery in Glasgow due to the generosity of Dick Markle and Glasgow Street Foreman Scott Runningen. The Valley County Friends of the Library purchased the necessary supplies and Markle donated his time in putting it all together, installed and ensuring it will sustain the weather conditions by putting the necessary stain on the materials.     The American Rescue Plan Act (ARPA) was signed by President Biden in March 2021. It provided $1.9 trillion in COVID-19 relief funding. Valley County received allocations from several funding sources within ARPA. The first allocation was $1,436,586, provided to Valley County in two halves, in July 2021 and July 2022.     The City of Glasgow is reminding residents to keep streets and alleys clear of vehicles as the winter season is fast approaching. Summer vehicles such as campers, RVs and watercraft must be removed from any city street or alley by Dec. 1.     The Valley County Commissioners have bene holding weekly Discussion and Decision meetings to gain public input on how to spend the latest American Rescue Plan Act (ARPA) allocation funding. Valley County received the latest ARPA allocation of $1,805,269 from the U.S. Treasury, through the Local Assistance (Public Lands Counties) fund in October and a matching amount is scheduled to be allocated again in 2023.   • BNSF Train Strikes Vehicle

    On Nov. 14, at approximately 08:35 a.m., dispatch received a 911 call stating a BNSF train struck a vehicle at a crossing near mm 546 on US Highway 2. A single vehicle, with one occupant, was struck in the front passenger quarter sending the vehicle into a ravine on the south side of the tracks. The driver was transported to the hospital. The west bound train was traveling approximately 58 miles per hour when it struck the BNSF vehicle.     The weather couldn't have been more perfect for the Glasgow Recreation Department's seventh annual Monster Dash at Sullivan Trail on Oct. 30.     The Northeast Montana Veterans Memorial in Fort Peck saw some additions on Oct. 20 as the crew from MT Granite, Great Falls, installed Gold Star casualty marble slabs on the inside of the Memorial's pillars. These casualties are from World War I to date and highlight 494 names from the nine northeastern Montana counties represented in the Memorial.
