    American farmers and ranchers should expect details on a second round of Coronavirus Food Assistance Program payments this week. Agriculture Secretary Sonny Perdue has long hinted that another round of payments would be coming for producers.     The Valley County Health Department confirmed nine more cases of COVID-19 in the county over the past week. Cases 38 and 39 were announced on Aug. 26, case 40 was announced on Aug. 29 and cases 41 through 46 were announced on Sept. 1.     The Montana Highway Patrol reported that Daniel Rogenes was killed when he rolled his vehicle while traveling on Highway 24 South just outside Glasgow in the early morning hours on Aug. 30. The vehicle was discovered at 7:30 a.m. According to the investigating trooper David Moon, Rogenes was traveling south near mile marker 72 between Glasgow and Fort Peck in a 1999 Ford Ranger.     At their regularly-scheduled meeting on Aug. 19, the Valley County Commissioners voted unanimously to move to a mail ballot election, with the option of in-person voting, for the 2020 general election.     The Montana Highway Patrol has told the Courier that a train struck a pick up truck at the Montfort Rd crossing south of Vandalia at about 9:10 the morning of Aug. 27. The truck was carrying only the driver, who suffered minor injuries, according to the investigating trooper, David Moon. According to Moon, the driver was traveling northbound on Montfort Rd and failed to yield for the train.     At their regular meeting on Aug. 26, the Valley County Commissioners unanimously voted to approve the recommendation from Valley County co-Fire Wardens Bob Hanson and Rob Brunelle to move the county to State I Fire Restrictions.
