Dear Editor, On Friday, SB 284 was signed by the Speaker of the House and the President of the Senate. I expect it will land on the Governor's desk Monday. The governor plans to veto it, just as he did two years ago, and his successor did two years before that. So far the bill has passed both houses in 2011 (House 68 percent; Senate 54 percent), 2013 (House 63 percent; Senate 64 percent), and 2015 (House 60 percent, Senate 64 percent). Building season has begun as warm weather has already moved in this early spring. The Valley County Commissioners approved advertising for bids and accepted a few bids in the last commissioner meeting open to the public on Wednesday, March 25. They approved accepting bids for a project on the Valley County Transit building parking lot. The project proposal will include replacing the concrete parking lot. Only a week after the presidential veto, TransCanada officials made their rounds talking with local officials and groups in town. As things possibly could be moving forward, slowly, with the Keystone XL Pipeline, the Valley County Planning Board is also moving forward with discussions on two construction workforce camps that could be placed in the county. The Valley County Commissioners raised their grazing fees at their weekly meeting on Wednesday, Feb. 4. Commissioner Bruce Peterson said that the county has roughly around 16,000 acres that is grazed, with about 11 different leases with an average of 2,500 AUM (Animal Units per Month). July • While the flood of 2011 is still a topic of conversation, necessary repair work at Fort Peck Dam is ongoing. Even though several repair projects have been completed, the U. S. Army Corps of Engineers continues work on the Fort Peck spillway. Consequently the 2011 discharge caused a lot of erosion. The spillway ran for over four months. A Glasgow native has been making trips up to the area as a civil engineer with plans to develop some land just outside Glasgow city limits. Travis West made an appearance at the Valley County Commissioners meeting to get subdivision plans accepted on Skylark Road. The auditors suggested segregated collections and budgets for the airport, refuse and weed departments. Creating desired results in challenging times was the opening for the 89th Rocky Mountain Fair Convention held Nov. 13-15. At present there are 111 fairs in this association and 168 service members. Valley County commissioners have been working with tribal authorities to place signs alerting drivers about the sharp turn on Wiota Road where a local teenager lost his life. The commissioners also canvassed the county votes on Monday, Nov. 17. Canvassing the vote wrapped up elections in the county for 2014. As flood waters receded in late August, Valley County Disaster and Emergency Services Coordinator Rick Seiler started working on figuring how much damage existed. Those numbers began to rise in Valley County, along with those in nearby Musselshell, Petroleum, Blaine and Carter counties and the Fort Belknap Reservation. The Valley County budget is still getting some last minute adjustments before the commissioners look at passing the finalized budget in the upcoming week. While there wasn't a lot of changes made from the previous year there were a few noteworthy items. The commissioners support a 1.5 percent raise in salary for county employees across all departments. Valley County isn't a stranger to flooding. The occurrence of flooding is about once every two and a half years according to records at the Glasgow National Weather Service. Usually those floods take place in spring as the snow melts into the rivers and creeks that surround the area. Valley County government is working to fix a problem regarding financial issues said to be discovered in early June and late May. According to county commission meeting minutes for the month of June, billing issues were discovered and brought to the commissioners' attention.
